AITIA – Institut étatique d’aide à l’enfance et à la jeunesse (State Institute for Child and Youth Welfare) is an agency of the Ministry of Education, Children and Youth. Its child protection missions include socio-educational care, accommodation, as well as prevention and social support for children and young people aged 0 to 18 and beyond.
AITIA operates day and night care structures for children and adolescents: eight care centres, a supported living service in an open environment, and a psychosocial service. These structures are located in Schifflange, Dudelange and Bigonville.
As of 30 September 2025, AITIA hosts 61 children and young people in its care centres.
AITIA also offers social support services for families and children facing risks that could affect their development and overall well-being.
The “Treff-Punkt” service provides facilities for children to meet their parents when visitation rights are prohibited, suspended or difficult, for example when children live in institutional care, foster families or with a separated or divorced parent. It also organises supervised prison visits.
These facilities are located in Munsbach, Luxembourg City (Verlorenkost), Schifflange, Belvaux, Differdange and Wahlhausen.
The “Espace rencontre protégé” service offers a safe space that allows children who have experienced domestic violence to (re)build or maintain a relationship with the parent who committed the violence.
One of AITIA’s goals is to continuously develop and sustainably anchor the quality of professional care in the institute’s structures.
The quality standards implemented and the proposed areas for improvement aim to continually enhance the support provided to children and families.
