Cross-border vocational training enables you to learn a profession for which training is not offered in Luxembourg. Your training will take place in both:
- a training company based in Luxembourg;
- an educational establishment abroad (Germany, Belgium or France).
Cross-border vocational training is authorised for the professions defined in the règlement grand-ducal dans le cadre de la formation professionnelle:
Who can apply for cross-border vocational training?
You are eligible for cross-border vocational training if:
- you are aged 15 or older;
- you live in Luxembourg or in a neighbouring country (Germany, Belgium or France);
- you have chosen a profession that is included in the list of professions eligible for cross-border vocational training (PDF). (If your desired profession is not included in the list, you can submit an exceptional application; see below for: “How to submit your application?”)
- if you have already found:
- an apprenticeship position with a training company in Luxembourg;
- an educational establishment abroad (in France, Germany or Belgium) that is willing to enrol you.
When should you submit your application?
As early as possible, and before the dates listed below:
For the school year 2025/2026:
- for a profession included in the list of eligible professions: up to and including 31 October 2026;
- for a profession that is not included in the list of professions: up to and including 31 July 2026 (exceptional application, see below: “How to submit your application?”).
How to submit your application?
All you need to do is to fill in the online form:
Select the profession on the drop-down list and attach the following information and documents:
- personal information;
- details of your employer for your apprenticeship in Luxembourg;
- proof of enrolment in the educational establishment abroad (certificate, official confirmation...);
- the training programme provided by the educational establishment;
- a copy of your school reports from the last school year attended prior to starting the apprenticeship.
What if the training course you want to follow is not included in the list of professions?
- Select the option “Other: Exceptional application” in the drop-down list.
- Indicate the full name of the desired profession.
When will you receive an answer?
After sending your application:
- you will receive an email confirmation of receipt;
- your file will be sent to the professional chambers and to the National Employment Agency (ADEM) for an opinion;
- once your file has been reviewed, you will receive an answer sent by post.
If the opinion is positive, you will receive authorisation for cross-border vocational training from the Ministry of Education, Children and Youth.
What should you do once you have received authorisation for cross-border vocational training?
As soon as possible, between April and October, you should register with the ADEM’s Service d’orientation professionnelle de l’ADEM-OP in order to receive the documents necessary to enter into your apprenticeship contract. You must have:
- your ID card or passport;
- your personal identification number (commonly called “matricule” in Luxembourg; for non-Luxembourgish candidates the training company requests a national identification number at the Centre commun de la sécurité sociale);
- the authorisation for cross-border vocational training from the Ministry of Education, Children and Youth.
When can you enter into your apprenticeship contract?
You can enter into your apprenticeship contract from the 16th of July to the 1st of November 2026.
What does the training company need to do?
The training company must notify the ADEM-OP of the apprenticeship position in advance.

1) Check whether the profession sought is included in the list of professions eligible for cross-border vocational training (PDF).
2) Find a company in Luxembourg where you can do your apprenticeship.
3) Find an educational establishment abroad (France, Germany or Belgium) where you can enrol.
4) Submit your application, with the required supporting documents, using the online form.
