The mission of the Service national de l’éducation inclusive (SNEI, National Service for Inclusive Education) is to promote inclusive education and develop the quality of the support system for pupils with special educational needs. It replaces the former Service de la scolarisation des élèves à besoins spécifiques (S-EBS, Department for the Education of Pupils with Special Needs).

Promoting inclusive education
The SNEI’s role is to raise awareness about inclusive education, to provide information about the support system for pupils with special educational needs, as well as to coordinate and to organise activities, projects and events relating to inclusive education and the support system for pupils with special educational needs.
Improving the quality of the support system
The SNEI’s mission is to ensure the quality development of the support system for pupils with special educational needs. It networks those involved in the support system, organises and supports collaborative projects and assists the various players in the support system in organising activities, projects and events related to inclusive education and the support system.
As well as organising, coordinating and carrying out research and evaluation projects, the SNEI is involved in initial and continuing training in the fields of inclusive education and the support system for pupils with special educational needs.
It also gathers statistics, coordinates the development of recommendations and guidelines on inclusive education and the support system for pupils with special educational needs, and draws up a reference framework for the support system for pupils with special educational needs.
A resource service for those involved in the support system
The SNEI acts as a resource service offering help to:
- eight competence centres for specialised psychopedagogy and the Agence pour la transition vers une vie autonome (ATVA, Agency for the Transition to Independent Living);
- the support teams for pupils with special educational needs (équipes de soutien des élèves à besoins éducatifs spécifiques, ESEB);
- specialised teachers for pupils with special educational needs (instituteur spécialisé dans la scolarisation des élèves à besoins éducatifs spécifiques, I-EBS);
- assistants for pupils with special educational needs (assistants pour élèves à besoins éducatifs spécifiques, A-EBS).
