National action plans

The national action plans below set out policies and actions to ensure and reinforce the rights of children and adolescents.

Children’s rights

The national action plan “Zesumme fir d’Rechter vum Kand” (Together for Children’s Rights) is a strong commitment to children’s rights. In its 64 separate actions, it identifies the priorities that the Committee on the Rights of the Child has set for Luxembourg.

Child Guarantee

On the initiative of the European Commission, the Child Guarantee aims to prevent and fight the social exclusion of children, to reduce child poverty and social exclusion and to improve children’s well-being.

"Jugendpakt": Working together for the well-being of young people

The National Youth Action Plan, called “Jugendpakt” (Youth Pact), aims to set out the strategic guidelines for the government’s youth policy and to define the short and medium term actions to be taken at an institutional, an administrative and a professional level.

National Health Plan

Published in 2023, the National Health Plan sets out the guidelines for improving the health of the population in Luxembourg.

National Mental Health Plan

The National Mental Health Plan defines the future strategic direction for the mental health system and care in Luxembourg for 2024-2028.

Promoting emotional and sexual health

The aim of the national programme for the promotion of emotional and sexual health is to encourage people to have a fulfilling and respectful sexuality and to adopt healthy, consensual and risk-free sexual habits in order to avoid unwanted pregnancies and sexually transmitted infections.

Promoting the rights of LGBTI people

The second national action plan (2019-2024) entitled “L’inclusion nous concerne tous / Inklusion betrifft uns alle” (Inclusion concerns us all) includes 29 priorities, 55 objectives and 97 concrete actions that the relevant ministries are committed to in order to ensure the respect of the interests of people with disabilities.

Suicide prevention

This report describes the major efforts needed in the area of suicide prevention, focusing on those most in need: young people, the elderly and those who are socially isolated.
