Persons who have their regular residence in Luxembourg who wish to adopt a child that they do not yet know, must submit an application for adoption to the Ministry of Education, Children and Youth, which is the central authority under the Hague International Convention of 1993 on adoptions.
Anyone wishing to adopt must complete an adoption preparation programme, which includes:
- a general information session on adoption (three hours)
- four awareness sessions on adoption (four sessions of four hours each).
At the end of the programme, applicants are referred to one of the approved adoption services, which will assess their suitability and, if the assessment is favourable, support them throughout the adoption process both abroad and in Luxembourg.

As at 30 June 2026, three adoption agencies were accredited by the Ministry of Education, Children and Youth and had agreements in place with it:
- Amicale internationale d’aide à l’enfance ASBL
- the Luxembourg Red Cross Adoption Service
- Naledi ASBL.
Persons who wish to adopt a child they already know (e.g. spouse’s child) must contact a lawyer.
The Ministry also assists individuals wishing to find their biological parent or child. Requests for access to this information may be submitted by e-mail to adoption@men.lu.
