Child development and fulfilment

Child care within a service d'education et d'accueil(SEA) or by a parental assistant (AP) has evolved. It no longer has the sole objective of having the child "looked after" in order to help parents better manage their work-life balance (family life and professional life).

In entrusting their children to a facility, parents are entitled to expect a childcare environment that is suited to their needs and that helps them fully develop their potential.

This pedagogic mission is all the more important since SEAs and APs are today attended by over half of the children in Luxembourg. With a view to providing coherent support for the development of your child, and to offer him or her the best life chances, the Government has made quality education a national priority.

Providing coherent support for the development of children

Fostering the learning process, awakening a sense of curiosity, helping children to fulfil their potential: each and every child attending a childcare facility in Luxembourg must be able to benefit from a quality range of educational opportunities.

For that reason, the Government in 2016 put in place a system of educational quality which all SEAs and APs are required to implement.

A national reference framework (pdf, 1250 KB) lies at the heart of that system, ensuring that each child is provided with a stimulating, varied environment  which favours active learning. That framework determines the general objectives and learning principles which childcare facilities must respect in providing children with learning experiences and opportunities in 6 essential areas for their overall development.

Special attention is paid to the development of language skills and to the multilingual education of children aged from 1 to 4 years.

Six essential areas for the overall development of your child

1. Creativity, art and aesthetics

A varied range of artistic activities must be offered to your child: activities in the area of music, dance and rhythm, small-scale performances and shows, initiation into works of art, etc.

2. Language, communication and media

In Luxembourg's SEAs and AP facilities, as in adult society, numerous different languages cohabit together. Special attention is given to the development of your children's language skills: the staff working in the facilities speak to them in Luxembourgish and in French, value is attached to the language(s) spoken by your children at home, they are encouraged to speak with their friends, and the educational staff read them books, tell stories and organise little role-plays, etc.

3. Movement, body awareness and health

Your child is encouraged to move, both within and outside the building, so that he or she can develop his or her motor skills. The children learn to eat in a healthy way, in a cosy atmosphere.

4. Values, participation and democracy

Through a range of everyday activities, your child learns how to live together with others, take part in things, accept others and integrate in the group process.

5. Emotions and social relationships

Living together with others, playing with friends and relationships with adults represent, for your child, valuable opportunities to learn to collaborate, respect contrary opinions and manage one's emotions and conflicts in general.

6. Science and technology

Discovering mathematics, technology, natural sciences and, more generally, nature itself is made easier by means of a play-oriented approach.
